Because that completely ruins the point of fail bin, the reason is to take it off. That is like going to McDonalds and ordering a burger with no pickles and then putting pickles in it.

The purpose of the fail bin is to prevent people from having access to the add-ons within.  Allowing public access to it would defeat the purpose.  It would be like allowing banned users to post.
