Maybe there could be a way to bail people out of jail for a high price of money like 300gp.

Perhaps not a money based system but more of a co-op system. E.g. 2 people must be standing at each of the levers and if caught by a cop (batonned in process) they get 30 dems.

Bail is only used to get someone out of jail before a trial.
