wha..? Why would we do it to our own soldiers? To give them an idea what it's like? I guess that might make sense..

You wouldn't even need to tap out.
If you've just been drowning, you don't really want to be drowned again.
You'll answer the questions given to you to prevent it from happening again.

people exposed to that sort of situation will have shock problems temporarily and will either give you the wrong answers or just completely lose ability to answer

I believe this is the "Twist your nipples and tell you to whistle" effect.

we do it to our soldiers not only to give them an idea what its like but also if they're ever captured and waterboarded.

They know exactly how quickly they will give in any information they have.
