looking for someone that could make me a webcomic-style html website

i already have a domain, i need someone to design me a webcomic style (well its going to be FOR a webcomic so i need it to have buttons and all that jazz) website, hopefully for free OR like $15 on a later date.

it NEEDS to be in HTML or something similar where i could just put it to the root of the website and it would world properly
