I had them when I bought the computer.

What I want to know is:
1) What are these programs?
2) What do they do?
3) Are they safe to use?

They're overclocking programs.

The processor is fine, you won't need to overclock that at all.
4GB of RAM is standard. I wouldn't change the voltage for that.
The only thing that's holding your system back is dat GPU. Overclocking is not necessary.

Welp, time to get a new GPU...
