Have you tried rebooting chrome/your computer?

If so start disabling extensions if that does not work sync your data to google then reinstall it

its logical that this would be the first thing that someone would do.
I did both of these things and i still have this error

So the problem is every site looks like Reddit? Or is it that all the text is being smushed at the top of the screen.

Try checking another browser (firefox, safari, IE) to see if they have a similar problem. If they do, it's an issue with your PC. If not, it's an issue with Chrome. If the latter is true, reinstall chrome. If the problem persists after all that, switch browsers. If it's an issue with your PC, check the different display settings and such. If that fails to do anything, restore your computer to a previous date where you didn't have the issue.

Play the "find which extension did it" game

Either disable all extensions and re-enable them one by one to see which one breaks it or keep them all enabled and disable them one by one to see which one was causing it
