TF2 Starts Lagging at Around 4pm - Ping is fine?

before it just said 'do a virus scan'

and i will check, though i dont think it's anything to do with my computer itself, as other games work fine

It sounds like some sort of scheduled task probably with your anti-virus software.  Most programs like that tend to do some kind of regulated automatic scanning/updating at certain times, defined by the user usually.  Disable scanning or set it to use minimal resources.
