You're not a 'real' partner yet. There's more to partnership than just monitization of your videos. I can monetize my videos too, but I don't have access to any of the other partner features, except for long uploads.

Once you start making a decent income of money, use it to buy better stuff for better videos that people actually watch.
I was actually offered a partnership once, but I haven't accepted it since then because the payment method only starts after my video hits 20,000 views. It's about halfway there right now.
