What happened to RTB's Holding Tank?

It is the fault of two users named Cookieman and Boomerangdog. Cookieman has an activate account, and Boomerangdog has an alt but nobody knows who it is yet.

They complained about files taking a long time on the RTB forums for months, and then Ephialtes removed it so they wouldn't have any reason to be tardis.

He was using it as an excuse for getting an alt, then was dumb enough to post on his new alt. Then disappeared from the forums on his new alt, I am guessing he either left or got ANOTHER one.
