If it was a instant disease, as if the victim immediately became diseased, they government would also react immediately with a nuclear device, even in a major population center such as New York or Chicago.

It can't. Even if somehow by some small chance there's a "zombie", or for extremes let's say 1,000, they would all be disposed of before it reached "apocalyptic" scale. Militaries and biocontamination disposal services around the world are a lot more effective than you people are giving them credit for.

There's just really no logical situation where a zombie apocalypse could start.
