I don't know about Kalphiter's server, but in order to do a speed test on my server I had to install flash which ran extremely poorly over remote desktop and ended up falsely reporting an upload speed of like 30 kb/s or something.
Try closing RDP over the duration of the test.

39 lei according to Google equals 10 dollars, I own Fiberlink 2.
We pay around $50-60 a month for 3Mb/s that is normally around 2.5Mb/s and almost never works. Our support ISP support is stuff and our internet drops out all the time and we have nothing else we can swap to besides Road Runner which my parents refuse to swap to because of their sleazy ethics of how they tell you the price after 12 months. (They don't, ever.)

Do you have any of these problems or is my life related to ISP's complete and utter stuff?

Yes, but some ISPs (Optimum) have high d:u ratio.

Edit: So they "gave" us a boost in speed because of all the stuff we have had to deal with here are the results.

It obviously did speed the internet up a stuff ton to about 7-8Mb/s but that only happens about half the time the rest of the time it's jumping all over the loving place (1-8Mb/s) and stuffty rolling lag.
