So I turned on the computer now and tried to start up steam.
It apparently had an update so I waited. After it had almost finished updating, this error popped up along with avast! saying that it's a malware threat that's been blocked off. As you can see, the threat is also related with the file, tier0.dll.
Never mind, it's fixed.
