How do you make a new, good, server?

How do you make an awesome server that will attract a lot and have it something new? What mods would I need? Those questions, etc.

* A well-made build that goes with the idea
* A responsible staff of admins
* Lots of effort put into every detail
* A gimmick that holds all of it together

The problem here is that in order to make a good server, you have to put effort into it. A lot of effort. You can't expect everyone to help you; it IS your server, is it not?

Host a Jail RP (stuff or not) when one isn't up.
It's not good but you still get a ton of people.
