Gah..! Cannot delete file. It is being used by another person or program.

I'm running on XP and I was deleting a huge file. I was in the middle of deleting it when I right clicked on the file while it was deleting.. and clicked delete. It opened a second delete window for it. It game me the error like in the title but no program or person is using it I even checked task manger. How do I fix this?
