It was an old tool in RTB that was used to stretch and modify brick positions so you could use less bricks.

Because bricks sucked back then and lagged like stuff.

Just think of old RTB as a really tedious and bad modeling program.

It could also move already placed bricks.
For admins, it worked on players too (moving, scaling, and rotating); if a player was in your way, instead of hitting them with the destructo wand like we do now, we hit them with the editor wand and moved them like a brick
