3GB of RAM for that processor is perfectly acceptable

i can run l4d and l4d2 at the same time with 3GB and textures on high, source isn't memory intensive

CS:GO is more tasking than you think. It depends more on the GPU than the CPU anyways.

Yes, it may run decent on modern integrated graphics controllers, but the predecessors (such as GMA 950 and series, a lot of office computers i've seen have these) are less than primal.
You can even if you've got some stuffty Intel HD 2000 or w/e
