Turning shadows/shaders on

NOTE: Before flaming me repeatedly calling my an idiot, I would like to say that I just got back after 3/4 months of being off, and I have no idea what I'm doing. 

The problem: Turning on shaders is in graphics options, I'm pretty sure, but this is what I get:

Nobody is going to flame you, when they are greyed out like that it means that you cannot currently run shaders, however I don't exactly understand as to why minimum would be greyed out, so I can't give you a spot on exact reason why they are greyed out.
