Probably put every state on a dart board and shot it in the dark with a blindfold on while on a spinning platform and while said dart board was stapled to the side of a mechanical bull on overdrive.
Or they decapitated a chicken and let it run around on a table with all the states on it, choosing the one it finally lands on.
