How do I enable this keyboard layout?

JESSICA CHRIST. How do I do these things that I wanna doo?
Why isn't this the standard for Swedish keyboards anyway? It's the same as the standard, plus everything useful!
Does anyone have any idea on how to enable it?

There should be some sort of "FN" key to enable them.

There's definitely a program out there that lets you create your own keyboard mappings, and it's free.
I just forgot the name.

Well stuff, I have no clue in that case.

Under Regional and Language options, there's a button for Text services and input languages under the Language tab, from here you can change Windows' keyboard layout, the default input language, and various other options.
Have fun figuring it out after this, as I have no clue what to do after you set the options.
