My shaders still won't work

I still have problem with my shaders. I'm not the smartest computer guy out there but I need help. I have a Dell Inspiron 14R laptop with Windows 7 if that helps. I tried turning them on in the settings but they still won't work. Some one please help me run my shaders, if possible?

you probably have Intel HD Graphics considering the computer has a first-gen i3 or i5 in it.
you cannot run shaders beyond minimum.
