This add-on allows you to toggle flood protection if you are a Super Admin.
There is an RTB pref for it, there is $Pref::Server::FloodEnabled or you can type /toggleFlood

I uploaded this to RTB about a month and a half ago but nothing has happened so I decided I should just release it here.
