Ogg Vorbis has absolutely nothing to do with MIDI.

You can make the song in midi format, and tweak each instrument to your liking, then record as an ogg or mp3. I have a really old synth with at least 1000 instruments on it.

Midi is a note sequence file.
Ogg is a waveform file.

Midi has information about each and every note, and various controls such as echo.
Ogg has no information about the notes or the controls.
