i noticed that me and a few other fourmers had this in their profile.

it counts how many people look at your profile and marks down if there're from another country. look at mine for an example

I have 377 unique visitors from the US, quite a few.
There's also one from Israel, I've seen 1 israel flag on other people's counters. I'm guessing it's chaseyquert if he actually lives in Israel.
