There needs to be a computer knowledge test that shows your skill level

It'd be a test where it presents you with a certain set of challenges that you have to do, it'd tell you to find x or create y, or maybe even perceive and treat a threat. I'm always having to deal with people who are awful at using computers and could be a way for them to get better.
