I think I come across a glitch in GTA IV?

Well I was in the playground, attempting the swing glitch, where you're launched across the island. I hit the swing, and suddenly I go underground... next thing I know, I only see white and blue, and it says im in "liberty". What the hell is this? and can someone explain it?

That's blue hell, it's in all games, everyone knows it exists.

well, we'll be able to explore underwater in gta v, so maybe this won't happen then.

It pops up in other places. It's used as a generalization of the map.

i'll stay like that for about 5 seconds and then i will spawn back in the street, or i will spawn in the sea somewhere in the middle of nowhere.

IN SA, if you go into blue hell, it says you're in 'San Andreas'.
