Video Effects question

I'm looking for someone that could help me out with adding 2 effects to a video
What i need is pretty much exactly this - http://www.vjloops.com/stock-video/video17-10373.html

That sort of distorted camera movement & the colours appearing off the image.

Any help would be appreciated

I've been thinking about trying to emulate this. Do you need to know how to do it, or do you just need it for one thing?

I'm not sure I could figure it out solidly enough to teach it to you but I could send you the project file if you have Vegas Movie Studio. Otherwise, I could just send you the edited clip if I can figure out how to do it.
