Most people who visit a topic and post in it will go to the last pages to see any new posts and replies.
They don't revisit the front page everytime, because that's not where replies are found.

Plus, putting all replies at the front makes it a bit weird for anyone visiting the topic anew.
There's suddenly a lot of out-of-context replies in front of them.
