Badspots speedkart server had spammers and a whole stuff ton of trolls who were on it all the time because there was no administration.
ANY server needs adminstration to function. I cant think of a single server that doesn't need an admin to keep the peace.

Spamming the chat doesn't block playability of the game. If you go to a DM server, and someone is spamming the chat, you can still walk around and kill people fine.
If the person is spamming with huge font and large messages and is blocking the screen because you run in a small resolution and/or large font size, you can use client-side mute scripts or disable chat, no admin required.  If someone is free killing or whatever people do to break jail rps, the only solution is to wait for an admin to kick or ban them.

Also, there are filters built into the game to prevent chat spam, and kicking/banning someone for sending four messages every 10 ten seconds requires little effort. Constantly watching a server full of many people, and listening to reports and accusations that may be conflicting, and deciding what is fair to do, requires much more effort.

Nobots BBB server required the admins to do what you said at the bottom, and yes it required effort but we were able to do it effectively.
Not everyone has the client-side mute addon, and spamming of the chat is extremely annoying for some people when a portion of their screen is being blocked, and none of things they are saying can be read because its being drowned in spam. Also, people dont just spam the chat, others like to hang back at the beginning of the track on purpose to make the round last as long as possible. If two people who are in on it are together, they can hold up a speedkart server for a real long time.
My point being, every server needs admins to be there because kicking / banning people requires little effort like you said.
