It's related to Toaru Kagaku No Railgun. Basically if you haven't watched it, it's a recreation of that scene where this girl tries to attack the most  powerfulest person in the city, but she fails; and dies.

I got a weird option on youtube that let me change it from orkylive to Legobaws, it has never popped up again since.
