How do I do an in-game link to an RTB add-on?

I've seen it on servers before where you click the link and the add-ons manager pops up with that add-on open.
The link to the viewFile page just opens up internet explorer.

You can do http://rtb-id_here and that does it. It's kind of an undeveloped feature but it lets you link to stuff in welcome messages so it's not a total waste of time.
