gta sa cleo 3 crashes at the loading screen when 98%

i am trying to get Cleo 3 to work on gta SA but when it loads and is at 98% it just crashes but when i click "close program" i can hear a bit of audio which means it could still go on. i have tried switching the windows XP service packs but that does not do anything. why the hell is this happening? this is really annoying.

its okay now i figured out how to fix. Cleo 3 DOES not work with windows 7 and is an old version of the cleo, how ever if you get cleo 4 you can use all mods from cleo 3,2 and 1.  so you need to download cleo 4.
