Add-Ons etiquette questions

I am considering of making an Add-On topic for all my add-ons.
I have the following questions:

• Would bricks that are improperly optimized (see: bricks without correct coverage) be failbinned?
• Would a Modification Discussion topic be more appropriate for multiple, different Add-Ons?
• Would a Modification Discussion topic derive the rule of a brick needing to have correct coverage under the assumption that it's basically 'permanently' not finished?

I am not sure if they are finished or unfinished, just that they don't have coverage/sides don't kull.

Fix the coverage and cull problem then put it in add-ons.
Not really good to put it in modification discussion if its only a small problem like that
Once you finish that, put it in add-ons section.

If the coverage isn't dont then they aren't finished.

I don't into coverage, and the tutorials didn't help me. And I have other add-ons as well. I think Modification Discussion would be a better place.
