steam friends not showing up as online?

a few of my friends on the desktop client appear as offline, however when i view their community page they show up as online. i know they havent blocked me because steam mobile shows them as online or offline, but the desktop client only shows them as offline. did anyone encounter this bug? if so, how did they fix it?

i tested it with one of my friends, currently he's been "offline" for 3 days on the desktop, but on mobile he was last on a few hours ago

i tried that, it doesn't seem to be a permanent fix
when they go offline and back online it doesn't update

theyre obviously setting their status to appear offline

I'm pretty sure they're putting their status to offline. I've never had this problem before.

you deleted everything in your steam folder except steam.exe and steamapps, right?
if you send them a message do they reply back?
