I'm scared. I'm scared that I will likely live long enough to see this happen, assuming it does.

I doubt it will...

In Portal it clearly shows the outside, and no nuclear fallout has happened.

It'd have to happen earlier.
It takes place as the same universe as HL-HL2

Like for example
Portal = Half Life
Portal 2 = Half Life 2
They both take place at the same time

a little side note, Both companies don't know the other has gone to stuff yet. Aperture still thinks Black Mesa is up and running, and Black mesa (Whoever has worked there) doesn't know the whole aperture bring your daughter to work day thingy.

I was playing portal 2 earlier and heard a quote from Cave Johnson
"You've probably heard of us in (blah blah blah)... and also you have probably used one of our inventions, which people actually figured out how to steal... Black Mesa can suck my bankrupt--"
