In Portal it clearly shows the outside, and no nuclear fallout has happened.

Portal = Half Life
Portal 2 = Half Life 2
They both take place at the same time

a little side note, Both companies don't know the other has gone to stuff yet. Aperture still thinks Black Mesa is up and running, and Black mesa (Whoever has worked there) doesn't know the whole aperture bring your daughter to work day thingy.

I found this out mostly playing both games and looking closely at the story.
like in the first Portal you can see an Aperture to Black Mesa sales graph. And the whole "The Fall" chapter in portal 2.
Half Life doesn't explain much of this though

I was playing portal 2 earlier and heard a quote from Cave Johnson
"You've probably heard of us in (blah blah blah)... and also you have probably used one of our inventions, which people actually figured out how to steal... Black Mesa can suck my bankrupt--"
