This is pretty cool, watched all of it, funny how they could've avoided it all either if he didn't speed, or if the shot killed the cop.

It missed. It's a shotgun so presumably at that range there was no scatter or anything.

also a shotgun would never puncture standard issue police body armor unless it was firing solid slugs, which it wasnt.
