Those are Nestlé Smarties.
The American's have a different brand called Smarties.
They are actually what we would call "Fizzers" from Swizzels Matlow.

Interestingly, Swizzels Matlow is a UK sweets company that created a large number of different sweets, including Fizzers, Love Hearts, Parma Violets, Drumsticks and more.
Originally the company was formed by brothers. However a brother of a chairman in 1949 moved to America and created their own sweets company there, where they used the same recipes.
Smarties is the name that brother gave the pre-established Fizzers.

Smarties are just another product by another company.
I'm surprised they don't have them in America.
Apparantly the Smarties company (who produce the Smarties this topic is about) refuse them to be sold as Smarties in the US. Which is understandable.
I'm surprised that Nestlé doesn't try to introduce them under a different brand name though.
