I have a debit card right now. I had it before I was even 16 :I

I also don't have a job
It's unnecessary to have a job with a debit card since it merely allows you further access to funds you already control. A credit card allows you to control funds that aren't yours, so it'd be a really good idea to have a job before getting one so you can pay it back. That's if the credit company was dumb enough to approve an unemployed teenager.

which is why most states have laws requiring you to be 21 to get a credit card, and if those states don't have those laws most companies won't sell you one till you're 21 anyway in fear of being sued.

I've never heard of a law preventing 18 year olds from getting credit cards. That's really odd. I'm 18 and have an American Express card, but I also have consistent income.

EDIT: Yeah, I can't find any laws restricting 18 year olds from getting credit cards. I'm pretty sure that credit cards fall under the same category as other credit lines like mortgages and I have one of those too.
