I blame schools and religion.  Both of these institutions want obedient followers above all else, so they offer infinite forgiveness in exchange.  Every year the bad kids are told that they have a "clean slate" in the hopes that they might sit down and shut up for a few weeks.  When they inevitably forget up, the kids demand another clean slate - because they've been taught that they can always get one.

You get the same stuff in prisons where the worst repeat offenders are the most into god's infinite forgiveness. 

Wait, isn't that what happens here?
Some more high profile people who get banned almost immediately create alternate accounts, sometimes when the ban isn't even permanent. (so I heard)
Granted they have to fork over another 10$ but still.

They simultaneously shot each other.  Kalphiter ended up practically blacklisted on the forums and Ephialtes perished to go live something called "normal life".
