Lying about your age to join a website is illegal. You have to be 13 in order to join Facebook.
Enforcing this would probably require radical technology and laws, like making a webcam that looks at you, a microphone that listens to you, and a remote monitor (not a RAT, a remote monitor would only spy on the person, and it wouldn't let you interact with them) mandatory.
