I don't understand how using a less practical version of something relates to not using incognito

The FBI used a zero-day (read: unknown exploit) in the tor cookie system to track people who visited certain criminal websites once. I don't remember all the details but bad people were put in jail and if you didn't visit criminal websites (read: child research websites and other related nasty things) you weren't tracked iirc. The exploit has since been fixed and no security flaws have been found since.

if youre gonna look up stuff that you dont want on your history, you would do it in incognito mode rather than clear your history
