I would guess that it's a 'utility' that came with one of the hardware drivers.

I checked the folder for Fujitsu (the company that made my laptop) in program files but none of the things there have anything to do with it

so some stuffty quick access tray thing equates to being a virus and needs windows to be reinstalled to get rid of the "virus"

anything past XP doesn't use boot.ini

does that computer even have an anti-virus, even if it is one

is it the pay-for version, cause i use the pay for stuff.

Advanced system care I use over any virus or cleaner type apps.

Mostly cuz my same account can be used at same time on the phone app version xd

Drivers aren't usually produced by the computer manufacturer. They're produced by the manufacturers of each individual piece of hardware. For example, you probably have a driver from Synaptic Corporation because they probably made the touchpad. You probably have a graphic driver from either Intel or AMD, depending on your video hardware. And so on.
