The one million is ONLY to build a single parking lot prototype and do more testing.
um, I don't think so
the contract, like they said in what you quoted, was to build a prototype. now they need money for production. not prototyping

Yes, money to produce the large ammount of hexagon solar tiles to build the prototype parking lot. Do you know how expensive these are?

the definition of "production" in this context isn't that simple
a production model and a prototype are two different things. they made the prototype

still, I guess I could be wrong. but whether this money is for the prototype or to start actual production, it doesn't matter, because this is all they're going to ask regular people for. after that it will be funded by the government

dont solar panels need to be fragile af?
i doubt they could support trucks. i mean they are able to bend the loving asphalt when accelerating

i could imagine this starting with some private, low-traffic roadways first

Interesting idea. However the average everyday solar panel is basically good for heating water and nothing else. Also solar panels are maintence intensive. People will vandalize them, they will fog up, crack, etc. Wind turbines and tidal generators would be the better way to go to power smaller areas.
