Normally when building with Super Shift enabled, such as for a brick wall, you hold down the NumEnter button for constant fast paced placing.

However, whenever I try to build, holding enter results in no movement when I try to raise the brick (using the + key).

It works in any other direction perfectly. Press Enter, Hold, Clicky Clicky Clicky.
But whenever I hold Enter first, then raise the brick, the ghost brick will not move at all.

This is a problem with and without add-ons, and I'm not sure if anyone else has the same issue.

among this problem, my Walk key is also a toggled control, and that shouldnt happen in the base game.

That sounds like something with your keyboard. Sometimes holding multiple keys at once will prevent other keys from functioning properly. Eg. Holding left and right arrow keys in a first person game will prevent the down key from working. We might get an answer from your console.log, but I don't know what.

I have a somewhat similar bug where steam's UI will have about a 1/3 chance to pop up whenever I hit numpad 8 while super shift is enabled.
Super shift is buggy af.
