Well, I tried cooking something up, and ended up going over 40% over. I'll make another one with that will be closer to your budget soon.

Highlights include:
- 8 GB of 2400 MHz RAM
- Intel Core i5-4670K @ 3.4 GHz (quad-core)
- 2 TB 7200 RPM HDD
- 750W 80+ Gold PSU
- Windows 8.1 (OEM) 64-bit (I personally don't like Windows 8 but that's just me. It shouldn't be that bad though.)
- DVD/CD Writer
- MSI Geforce GTX 760

$1037.84; $1098.86 base price

As I mentioned, I will make another one that is actually close to your budget. In my opinion, you should just save more, you'll thank yourself.

EDIT: Here's the new, cheaper build:

$836.53; base price $878.87

Highlights include:
- Intel Core i5-4430 ( I still recommend the other intel core i5 if you want to overclock and for better performance. ) -$60 from last one
- 8 GB @ 1600 MHz memory ( If you really want speed, 2400 MHz should be more than enough. 1600 MHz is just fine as well. ) -$13
- 64 GB SSD ( Plenty for a OS, and that only...pretty much just the system drive. For 8 dollars more, use the SSD in the last build. ) -$8
- 2 TB 7200 RPM HDD ( Plenty enough for most uses unless you plan on downloading hundreds of games or many huge games. ) Didn't change
- GTX 750 Ti ( Performance shouldn't be much worse than going for a GTX 760. )  -$40
- 600W 80+ Bronze PSU ( Plenty enough with some room to upgrade for the future. ) -$80
- Windows 8.1 (OEM) 64-bit
- DVD/CD Writer

In total, I reduced the cost by ~$221, at the cost of a lower end processor, slower RAM, smaller SSD, lower end GPU, and lower wattage PSU.

I will do a version with even more aggression for lower prices while remaining with quality components if you request, since the build is still around 90 dollars over budget.

Do you need only core hardware or the extras too (monitor, keyboard/mouse, OS, speakers, etc.)

Are you looking for a build that will last you a while or something that you can upgrade within the next few years?
