Is there by chance a "restrict vehicles" add-on? (yes, I've searched)

I'm looking for an add-on that is like Pecon's "restrict items" add-on that you might know I was looking for earlier
Basically you restrict certain vehicles to admin-only.
I have searched the Add-ons forum, I haven't found one.
