port forwarded but games aren't working, help?

I was playing unturned with my friends fine two days ago, and i had my ports forwarded to play but then today it doesn't wanna work when I invite friends. They time out and it just wont work. And now it doesn't work for neotokyo or trackmania nations forever.

my ipv4 changed but i fixed it under my router settings. any ideas?

You portforward to your 192.168.X.X (X's are your digits) to find them go into Cmd, type in Ipconfig, and scroll up to Ipv4 and find it.

Portforward to those numbers, and make sure the ports are the correct ones too.

What used to happen with me is when we reset the router my 192.168 digit combination changed every time, so yeah.

i think my isp doesnt allow a static ip cuz when im connected to my wifi and i enter my routers public ip it connects to my ssh server at home but when i am for example in my mobile network it wont connect
help
do i need a dynamic dns service???
