Is anyone else having this problem watching youtube?

Every time I watch a video it freezes completely and takes forever to start even when its finished buffering, this also happens after I pause the video and play it again. I also tried turning off adblock but it made no difference. Does anyone else have this problem with youtube or is it just me and if it is just me is there a way to fix it?

I've been having an issue on my phone where videos buffer every 10-15 seconds (and I have unlimited data)

I tried cleaning out my cookies and updating my drivers. Neither work.

Thats just forgets up youtube as a whole and lags the forget out of my laptop
