I know almost nothing about FOIL and I know that's wrong.

It's not wrong, he's giving you an alternate method from FOIL that works just as well. It's effectively the same thing, just without the acronym. Instead of memorizing how FOIL works, you just add another step.

(4x-9)(3x+1) ->                            (4x)(3x) + (4x)(1) + (-9)(3x) + (-9)(1) -> (12x^2) + (4x) - (21x) - 9 -> (12x^2) - (17x) - (9)

(4x-9)(3x+1) -> (4x)(3x+1) + (-9)(3x+1) -> (4x)(3x) + (4x)(1) + (-9)(3x) + (-9)(1) -> (12x^2) + (4x) - (21x) - 9 -> (12x^2) - (17x) - (9)

They both get the same answer, the idea is that you just split the first one and multiply each factor against the second operand.
