You have to download a program he sends you before he can even RAT you, and now that you have made this topic, which he has undoubtedly seen, there is no way he will stop unless you block him, this is not a hard situation to solve.

If you're not a handicap you won't install his stuffty RAT.  Just don't go to bullstuff websites or run any Java applets from anyone you don't trust.  You can't just magically install a RAT onto somebody by knowing their IP address or the likes.
Either way, just block him or remove him as a friend over steam and your problem is solved.  Stop over-complicating things.
