Planet* its my bad,should have checked if my phone made any changes. Shada is not only gallifreys  twin plant,its also hidden.  When this episode was made,it never got aired because of the camera being so blurry and most of the film was lost somehow.

In my opinion it's not that there's only one timelords, it's that all the timelords all became one guy
